Interested in climate change and adapting to random events, but online consensus seems to not make it seem like a big deal

Interested in more in-depth management and diplomacy, but everyone says districts suck Art style and UI looks worse but moddable in some parts I adore it, but am looking at getting into something else but don't have the budget to choose willy nilly between whatever comes up so I'm wondering what would be the best choice for me.
